The two things most people get wrong

30 inches is the line that changes everything

A deck 30 inches or less above grade generally needs no building permit and no guard at all. Cross that line and you need a permit, a full plan review, a 42-inch guard and proper framing — and the cost per square foot jumps. If your design is close to the line, it is worth knowing exactly which side of it you are on before you draw anything.

The boards are the cheap part

People choose a deck by the decking, but the boards are only about a third of the cost. The frame underneath, the footings, the railing around the edge and the stairs off it are the rest. It is why reusing a sound frame saves so much on a replacement — and why putting a 50-year board on a frame with five years left is the most expensive mistake in decking.

Permits, code and the coastal zone

The 30-inch rule

Decks not more than 30 inches above grade, and not over a basement or storey below, generally do not require a building permit in San Diego. Above that you need a permit, and deck permits typically trigger a full plan review rather than an over-the-counter approval.

42-inch guards

Where a guard is required, California sets the height at 42 inches — higher than the 36 inches used in much of the country. It has to resist a 200-pound load in any direction at the top rail, which is why post spacing and blocking matter more than the infill you choose.

Footings and hillsides

Footings have to bear on undisturbed soil, and the County standard keeps a minimum 7-foot horizontal distance from the bottom of the footing to daylight. On a canyon or hillside lot that means deeper piers, stepped footings and an engineer. Prescriptive deck drawings also cap post height at about 10 feet.

The coastal zone

La Jolla sits inside the California coastal zone. Work that expands a footprint can trigger a Coastal Development Permit; bluff-top lots need geotechnical work covering bluff retreat and sea level rise. Why does the same size deck cost so differently?

Because square footage is only one of four big drivers. The board you choose can double the material cost. Height above grade can add 25% to 70% to the framing. Railing on a small deck can be a quarter of the job. And site access — whether a truck can reach the work or every board is carried through a side gate — is charged as labour. Two 300 square foot decks can legitimately be $15,000 apart.

Do I need a permit to build a deck in San Diego?

Generally yes, once the deck is more than 30 inches above grade or sits over a storey below. Under that threshold most residential decks are exempt.
